I think that's such a big change you'd basically need all new reeds.  If you were starting with a chrome in the key of G it might work, but C is pretty far away.

Seydel does sell custom reed plates for the deluxe.  That's cheaper than buying a whole new chrome.
Seydel Deluxe G Dimi, CX-12 Tenor C# Dimi
Try Dimi tuning.  The notes are "where they should be"

I don't think Seydel will do it directly but contact Rupert Oysler (Seydel USA) to make sure.

There are a couple of techs on this list that will do it for you: Gary Lehmann and David Payne. Both are superb technicians and will do it right.

Once again I am mentioned in the same breath as a Big Time Operator--
Tuning a C harp down a perfect fourth is an imperfect way to go.
Pretty straightforward from a G however . . .
At the end of the day it's all 24-7

Tim,
Tuning down a perfect fourth is an imperfect way to go (imperfect meaning difficult and very time consuming) but it's not impossible.
Ordering a new set of reedplates for the Chromatic Deluxe and having them configured to Orchestra tuning would cost you $159.95
Ordering a new Chromatic Deluxe and having it configured to Orchestra tuning would cost you $199.95
My advice would be to spend the extra $40 "Happiness is a New Harmonica

Danny G is on the money on this and the cost of re-tuning might in reality cost you more then getting it new.

Retuning none of the brands would ever consider to do or to offer. Not even exchanging the entire reeds of an old reedplate. This would be much too time consuming and much more expensive than just buying new reedplates. I only retune reeds that do NOT exist originally in the desired correct pitch. Taking fabric new (raw) reeds in the key of demand always is the preferred way to go...
